Adequate battery pack (a few truck batteries will do) and good capacity stabilizer (not the one for the individual pc that is useless) for main appliances (fridge, PC, lights, Tv and other electronics but not AC). this has been my lifeline for many many years. A good install for a couple of thousands EUR will save you much more in fried equipment.

last time  had to do it it was around 1,500, but consider that an high end professional PC is already more than that. Based on direct experience from working in countries with electrical supply of very dubious quality survival rate of laptops is higher because the dubious electrical supply go through the battery pack first and also in days when the network is unstable you just disconnect and continue working on your own. But maybe all this is unrequested advice so I'll just stop it here :)
