I just installed BAT WAW for the first time .

In the conf , under [rts_joystick] section , what is the purpose of these new lines , please ? :

This is the same thing you find in the game when you click on "joystick configuration".

Is it possible to have more intervals?

I sometimes find there is too much between them, or not enough points to make a smooth transition.

I like very low for the first half, but when you increase to the max in the last half the jumps are too crazy.

Why not do it yourself?
Simply configure the joystick in the "hardware configuration" as you wish.
For your information, here are the settings I use for my joystick:
