Dr Strangelove, over at the other site, cooked up a cloud creator mod that adds new 'cloud' objects for three different heights. These are treated like other game objects, being placed wherever you like. I can see how this could be adapted to dust cloud elements, with one object being made to sit at ground level. They might even be able to move with the game's "effect wind" as I call it, although the random and variable direction during a mission could have unwanted positioning after some time. (But all would move as a group.)

Interesting, wil have to try it. i was thinking as a separate scenery constantly moving when you start a mission. And maybe changing the looks after the storm passes by if any major changes occur afterwards.

make the cloud a slow moving type vehicle and there you go

The 'vehicle' could be the cloud itself, or it could be an invisible object generating a new dust cloud effect. The latter approach offers the advantage of more evolution of the dust as the storm progresses. But an eye to keeping the particle count reasonably low is wise.
