Unzip the WxTech mod to the #WAW3 directory. And that's it - it should work.

You can just create a new folder in #WAW3 name it whatever you like and inside you put the 3do/buildings/NTL_DARWIN_1942_43/

Any chance of a lower version?
It makes for a somewhat passable landing ramp as shown in one of my early mission releases.
