IL-20 (IL-18 versions) comes in different models, not just IL-20M, so my geus because they never got past a prototype stage they reused the IL-20 designation.
Its really really similar to the Lockheed P-3 (Lockheed L-188) in its functions also.

This "Old" IL-20 looks really weird though and would be a ice add on for Post War missions, maybe it can be included in a UP patch later on?

It just did not perform well: 

The IL-20 designation is the military version of the IL-18, Coot-A was associated with what pretty much is the IL-20M ( a signals intelligence plane).  In the media, they use IL-20...  but a letter makes a different... a Tu-22 Blinder is a much different plane than the Tu-22M Backfire.

Many thanks to the creators of this mod.

About this aircraft in real life. Probably, the most detailed description was provided by author Oleg Rastrenin (whom I can't recommend highly enough for everything related to Ilyishin's aeroplanes) in his books, articles and video lectures. I have not seen Rastrenin's books translated into English yet and it is a pity.

In a nutshell... no, Il-20 was not a good performer. It was not the aircraft needed for the VVS and not what the VVS requested. Probably, the weirdest creature in the "Il" family.

Sometimes that is what plane designers do.  They latch onto a niche/rabbit-hole idea and ignore overall aspects, other times, much of it is politics (think of He-100/112 vs. Bf-109, or the F-20 vs. F-16).  This time, like you said, it was just not what was needed.  Improvements on the IL-10 series would have been a better bet, but by that time, technology was fastly advancing.
