Will "BAT" work without problems on "Windows 11"?
If there are any points to be careful of, could you let me know?
Currently, I am mainly running BAT 4.1.3 on "Windows 8.1 i7 4790 3.6GHz GeForce GTX 1660 SUPER".

It works.
Just as much as it does on any other Windows version since XP.

DPI scaling sometimes makes life hard with older games on Windows 10 and later, but we've been there & done that: https://www.sas1946.com/main/index.php/topic,59691.msg657572.html#msg657572
DEP (Data Execution Prevention) lately seemed to be a beast sometimes, but again, we've been there & done that: https://www.sas1946.com/main/index.php/topic,71235.0.html
The only - mostly - unsolved issue currently is with AMD RX 7000 series GPUs, but that's an AMD issue, not a Windows 11 one.

Is windows 11 more friendly with old games or is it the same pain as windows 10

To make life with Windows (11) easier, just do not install BAT in the Program Files directories (c:\prgram files or c:\program files (x86).
Make your own directory.
I use
     c:\games\il2-BAT
This makes changes (adding mods etc.) easier.

Otherwise you will have to give yourself rights to make changes.

I had been running BAT on Win10 for years. Installed the free upgrade to Win11 from MS, and it runs just the same as before - I did not have to change a thing.

My PC is currently running Windows 8.1, but the games are not in the location where the OS is located, but in a partitioned location.

Due to budget constraints, I can't buy a new PC yet, but everyone's advice has given me peace of mind.

Just keep in mind that for Windows 11 you de need to have supported hardware, so atleast a Intel I -core 8000 range or AMD Ryzen 2000 range cpu and TPM 2.0

For now you can still use a USB Installer tool to to bypass these, but in the 24H2 update of Windows 11 that wil be made a lot harder as it uses POPCNT to ID the CPU.

actually the windows update page will tell you if your computer can run windows 11 (my Microsoft surface4 pro from 2016 with Intel(R) Core(TM) i7-6650U CPU @ 2.20GHz native Windows 10 don't qualify). You can also download a windows tool (PC Health Check) to verify if it is possible to do something about it

That's an issue for ancient CPUs only, and honestly the CPUs we're talking about here would not give anywhere near a reasonable user experience on Windows 10/11 anyway (and to be brutally honest, not on 8.1 either).
PopCnt is supported since 1st gen Core i processors (~16 years old) and AMD Barcelona (Opteron K10/K8L, ~17 years old) processors.
The fuzz being made about this is really not worth losing any sleep on.
