Okay, since a little drawing is better than a long speech, we'll do it in pictures.
For my example, we're working on the W:\ disk (you must of course adapt the disk letter and file name to what you have on your PC)
On this disk are the folders:
W:\B.A.T\Paintschemes\Blue containing your new regiments
W:\B.A.T\Paintschemes\Decals containing your null.tga file
W:\B.A.T\Paintschemes\Decals\blue where you want to put your tga files

You have to create a Temp folder (W:\Temp for me) in which you put the tool.
Run the exe, which will open this interface.

Click on button1, then on button2 and finaly on button3 and choose your path to have something like this:

Click on the green button to start creating your tga files

My pleasure  8)
You can do cool stuff with Powershell.
By taking the B.A.T "Regiments" folder as a starting point and creating a fake null.tga file to see if this tool replicates it and places the destination files where it does, it works for me.

I'm waiting for you to try it out to make sure it's what you wanted and hoping it works for you.
