This website gets flagged as malicious etc by antivirus, so no mods that use it are accessible.

Like many many IL-2 addicts I am using Mission4Today website since the early 2000 without any problem. I have a quite picky AV (also windows defender on a second laptop) and never had any type of warning. You should check your AV.

Tried turning off Safe Web. According to the M4T site itself, Norton is known for giving false reports for the site. So I'll just turn SW off when using the site.

Nothing wrong with M4T in that regard: https://www.virustotal.com/gui/url/c67811a387a5251eeb0c62e5bf9b1f1b5ab3ecd6dd02b18998f73053ec3d0a7a
All is wrong with Norton however, as always.

Sadly, this is indeed quite true! Norton is often a pain
I have the Norton Safe Web 3.22.0.23 installed and it keeps blocking quite safe sites under the pretext that these sites "look untrusted" - this does not mean that Norton found some malware in these sites , just what is says - "thye look untrusted to Norton" for some reason or other - one of the most frequent being that .....people download material from these sites but not very frequently.
I have not yet been able to understand what is the motive behind the blacklisting of Mission4Today.
