Questions about the Bulgarian speech pack

In my 4.2.3 BAT, I have what I think is a standard issue Bulgarian Speech pack in the \samples\Speech\BG directory. Yet when I play as a Bulgarian pilot, the voice pack in play is Russian. If I create the necessary files in \#WAW3\STD\PaintSchemes\Blue the BG voice pack works with the Bulgarian squadrons as expected.

So I have some questions about this situation.

Does this \samples\Speech\BG directory exist in standard BAT or did I pick it up along the way somehow?
I know nothing about the Bulgarian language, so does anyone know if the speech in the BG directory is in fact Bulgarian?
Is there a reason why the Bulgarian voice pack is not connected with the Bulgarian squadrons?
