Best Axis AA Gun WW2 - Real Life and In Game?

What do people think were the best / most effective Axis AA guns during World War 2, especially out of the mass-produced ones (so not the 12.8cm Flak)?

Flak 30/38 in the 20mm range
Flak 36/43 for the 40mm range

Don't think there would be much argument - I may be wrong , but that would depend upon
applying further context to the question.

Over 21,000 built and used effectively from the Spanish Civil War through to the Vietnam War

Effective in pure AA usage , and one of the most versatile weapons ever built , it was feared by Allied ground forces ,
with good reason.
Able to penetrate almost all Allied armour at ranges beyond which they could engage effectively.
One of the first weapons capable of timed and contact fuses ( causing Airburst ) , one of the first radar guided weapons in an AA role.
