FINAL UPDATE:

Ok so it took a lot of hair pulling and troubleshooting but I finally got a fix

First, compatibility mode (I tried all of them and they all seemed to work for this part) fixes the actual stuttering but doesn't return input.

Apparently something in a new version of Windows 11 was snagging on something within the universal BAT conf.ini setup, once I swapped that out for the "low performance" one, input returned (even after some returning for graphic settings).

I suppose thats just how things go with trying to get old software to run on new hardware.

No. Simply no.
IL-2 runs flawlessly on Core Ultra 9 + Nvidia 4090, Win 11 24H2.

What actually happens is that people change something, forget about the change, and instead turn their whole IL-2 setup upside down, wondering that nothing works, and then come and tell "nothing changed but suddenly it stopped working".

from symptoms described and improvements obtained by lowering conf.ini settings it seems to me that IL-2 is not running on the dedicated GPU but rather on the integrated one besides no details on your systems are provided

I tuned the graphics settings in the Conf.ini back up to high fidelity and it still worked so I doubt that was it

Ryzen 7 5800X, RTX 3060 TI, 32GB RAM

Yeah except I only discovered this issue while I'm back from college on winter break and nobody was in my room for months

I'll give you 10 bucks if my dad was the secret mastermind corrupting my IL2 files while I was gone but I'm gonna go out on a limb and say that probably didn't happen lol

...and then you returned, and Windows Update decided to join the party, Nvidia went ahead and updated the drivers, and Geforce Experience was swapped out for some snazzy new software (which – dare I say? – is hopelessly incompatible with old games), etc. etc. The usual "nothing" that changed. The amusing part is that this only happens to those who have cunningly disabled system restore on their C: drive, with no backup (*) whatsoever. Karma, my friend, is a formidable force.

(*) To be precise, this type of user does have a backup. It was created right after the last Windows reinstallation, some aeons ago.
